Only Local Consent Remains for Resuming Operations

On March 27, the government held a Nuclear Disaster Prevention Council meeting and approved emergency response measures in the event of a major accident at the Kashiwazaki-Kariwa Nuclear Power Plant. Local consent is required to restart the plant, and the future decision by Niigata Governor Hideyo Hanazumi, who has not yet clarified his stance, will be closely watched.

I was wondering what will happen in the future as I think it is quite difficult to get the approval of the locals.
